What is Project OPEN?

Project OPEN (The Online Public Education Network) is a program designed by the Interactive Services Association (ISA), National Consumers League (NCL) and leading online and Internet service companies to encourage safe and productive experiences for all online and Internet users.

Project OPEN is also developing a variety of educational and informational materials available free-of-charge to consumers.

Why Project OPEN?

The partners of Project OPEN understand the importance of consumer education to maintain safe and productive online communities. To achieve this goal, Project OPEN will provide educational tools and resources to promote safe computing for children and other users, understanding about privacy rights, the proper use of protected online content, and consumer protection online.

How Will Consumers Benefit from Project OPEN?

Under the theme "Making the NetWork for You&#153," Project OPEN is developing an aggressive, educational program to encourage safe and productive online experiences. The first phase of the program will help individuals understand the online/Internet environment and empower consumers with tools and knowledge to access and limit online material as appropriate for specific individuals and families. Program elements include:

"How to Get the Most Out of Going Online" Consumer Guide The first in a series, this brochure discusses child safety issues and describes the variety of parental control tools now available through online and Internet services, as well as general tips and suggestions for going online. Guides will be distributed to the public by Project OPEN partners and national consumer and education organizations.

Project OPEN is launching a public service announcement campaign designed to help the American public learn how to use online and Internet services in an informed and responsible way.

The Interactive Services Association, based in Silver Spring, MD, is the preeminent trade association representing businesses involved in delivering interactive services to consumers. In addition to all of the major consumer online companies and many leading Internet businesses, its members include companies developing products and services for the interactive television, interactive telephone and screen telephone platforms.

Since it was founded in 1981, the more-than-350-member association has played a leading role in the development of the online medium. In November 1994, it brought together seven major online services and the National Center for Missing and Exploited Children to produce "Child Safety on the Information Highway," a first-of-its-kind brochure designed to help parents ensure that their children have a positive experience online. The association is frequently called on to represent the industry before Congress and regulatory agencies.

The National Consumers League--America's pioneer consumer advocacy organization--has represented consumers and workers since 1899. An action -oriented organization working for better quality of life for all Americans, NCL is a private, nonprofit membership organization. It is governed by a Board of Directors with diverse experience in consumer protection and advocacy, law, business, and labor.

Founded in an era when child labor, sweatshops, starvation wages and the 6 and a half day work week were commonplace, the League mobilized citizens to fight for equity in the marketplace and workplace. The League began its work by investigating factories and issuing a consumer label certifying products made under safe and healthful conditions.
